 No interest for public welfare? 81 SA legislators not withdrawn a single rupee from MPAs program funds yet

Karachi: Pakistan Peoples Party (PPP) led Sindh Government has once again proved its people friendliness by showing ‘deep’ interesting in resolving ssues of public.

 This is visible considering the fact that almost half legislators of Sindh Assembly belonging to the two major coalition partners in Sindh government  have reportedly failed or have made no devoted efforts to withdraw their development funds, an amount of 10 million each set aside every year under Priority Program for MPAs.

An official document released recently by Sindh Planning and Development Department, revealed that till the end of 2009 as many as 81 provincial legislators have not processed for withdrawing their funds aimed at executing uplifting works at their constituencies. The total of legislators at the Sindh Assembly is 168 including 29 reserved seats for women and nine reserved seats for minorities.

 Out of these 81 legislators, 77 have not even submitted any proposal for running a scheme in their constituencies which is the first step to get released the funds allocated for MPAs program.

 The official mechanism for withdrawing funds, according to officials of Sindh Planning and Development Department, is that a member suggests or proposes to run a uplifting scheme in his or her constituency then P&D department evaluate the feasibility of the project and issue advice to Sindh Finance Department to release the amount in accordance with volume of the project.

 If Finance department objects on the costing of the project then P&D department issue advice for re-allocation of the funds and subsequently released to the concerning member of the assembly. For the year 2009-10 the total amount set for the program is Rs. 1680 million.

The district-wise name of the legislators who seemed to have no efforts to get released their funds and the released funds are none (0.0000) are as follow:

Karachi (Total seats=42): Nadeem Ahmed Bhutto, Muhammad Hanif Shaikh, Amir Nawab, Muhammad Adil Khan, Muhammad Moin Khan, Muhammad Adil Siddiqi, Abdul Moid Siddiqui, Dr. Muhammad Ali Shah, Muhammad Shoaib, Moqueem Alam, Askari Taqvi, Syed Sardar Ahmed, Dr. Sagheer Ahmed, Muhammad Muzmil Qureshi, Dr. Nadeem MAqbool, Nishat Muhammad Zia Qadri, Syed Khalid Ahmed, Shaikh Muhammad Afzal and Muhammad Sajid Jokhio.

Shikarpur (total seats= 04): Agha Siraj Khan Durrani, Agha Tamour Khan and Abid Hussain Khan Jatoi

 Officials of Sindh P&D department added by saying that it was surprising to see no interest from the legislators to withdraw their funds to execute developmental schemes. “May be assembly members join the race to withdraw funds when the current fiscal year edges towards end,” the officials looked optimistic while answering to a query.

 Sources in Finance Department informed that there was no problem on their side regarding the release of funds for MPAs program. “Whenever there is an advice from P&D department, we take it on priority basis and release the funds as quickly as possible,” they went on to say.

 When this scribe tried to contact some of MPAs who made no efforts to get released their funds, all of them responded by saying to call them some other time when they are free. However, some of the members who managed to get their funds for their constituencies were of the view that majority of SA legislators could easily get their funds for the public welfare. “But lack of interest and political activities make them unable to take practical steps to get released the funds.”

An interesting point to mention is that it has become a routine for last many years that a large amount of funds allocated for MPAs program that could have been beneficial for public lapsed due to negligence of the MPAs. Let’s hope this time it will not happen to the public funding.
